Security – Body‑worn cameras

Sworn TBM agents are equipped with individual cameras and may proceed with the audiovisual recording of their interventions for the safety of persons, pursuant to Law no. 2025-379 of 28 April 2025 and Decree no. 2025-1234 of 15 December 2025.

In accordance with Article R. 2241-23 of the Transport Code, Keolis Bordeaux Métropole Mobilités, in its capacity as operator of the TBM transport network, is required to provide general information to the public on the use of its body‑worn cameras by sworn agents.

The use of individual cameras by sworn agents forms part of a system intended, in particular, to curb the increase in verbal attacks and physical assaults against inspectors and other sworn agents of transport operators. The cameras used may serve only for the prevention of incidents, the recording of offences and, after anonymization, the training of agents.

Three main benefits are expected:

  • A deterrent effect on hostile individuals, whether fare evaders or aggressive persons;
  • A decrease in the number of attacks and incivilities committed against agents;
  • The identification of offenders so as to facilitate criminal investigations.

Modalities of use

The camera does not record continuously. It may be activated when a person exhibits, physically or verbally, threatening, aggressive or violent behaviour, or behaviour likely to become so. Users may also request that recording be started, without there being, however, any obligation for TBM agents. Individuals must be orally informed by the agent that they are being recorded as soon as the camera is activated. In addition, a specific visual signal indicates whether the camera is recording.

Upon their return from duty, agents transfer all recorded data to a secure IT system. This data includes, in addition to the images and sounds captured, the day and time of recording, the identification of the agent who was wearing the camera and the locations where the recordings took place. Only agents specifically authorised by Keolis Bordeaux Métropole Mobilités are then authorised to access this data and exclusively within the framework of judicial, administrative or disciplinary proceedings.

The data may also constitute training material, but in that case only after anonymization, that is, processing that makes it impossible to identify the persons filmed.

Rights of persons concerned by the audiovisual recordings

The use of individual cameras is subject to the regulations relating to personal data (GDPR, French Data Protection Act). The right to object does not apply to data resulting from the use of body‑worn cameras: no one may oppose the collection and subsequent use of personal data concerning them for the purposes for which they have been provided. Nevertheless, the persons concerned may exercise their right of access with Keolis Bordeaux Métropole Mobilités. They may also exercise a right of rectification limited solely to the data surrounding the audiovisual recording (date and place of recording, as well as the identity of the camera wearer).
